the public about the programs, and for advocacy of issues and concerns relevant to the livestock sector. At the national office, The Agriculture Fisheries Information Service is a critical partner in this component. At the regional field units, the Agriculture and Fisheries information Division assumes the same role.
Additionally, specific information campaigns have been drawn to support specific programs. Such programs include FMD Eradication, the Animal Welfare Act, Quarantine, Egg Consumption and the like. These campaigns were undertaken in cooperation with other agencies like the PIA, AFIS, NNC and private sector groups.

Organization of integrated farmers groups is also a major activity.  The NDA and the PCC are quite strong in this regard having successfully organized dairy cooperatives engaged in integrated production, collection, processing and marketing of milk and milk products.  Both agencies will continue with these activities.

Research and Development
There will always be need for new information to respond to current and emerging issues.  Hence the need for research. The GMA Livestock  Program supports  specific researches done by livestock agencies and regional field units. The PCC is particularly strong in the conduct of researches – both basic and applied on the Philippine carabaos and  its  crosses. LDC concerns   itself   with   policy  studies, program    and    projects
evaluation.  BAI does studies on animal health; NMIS is engaged on meat studies while NDA focuses on milk-related areas. RFUs are particularly concerned with performance evaluation of stocks and forages in different agro-climatic zones.

Linkages with the academe  and consultancy groups are also instituted to address specific problems. Research coverage span technical and socio-economic aspects of production, processing and marketing. It covers as well policy and program assessment and formulation.

Regulatory Services

Under the AFMA, Regulatory Services are to be strengthened.

For the livestock sector, this involves the registration, licensing and accreditation and monitoring of facilities, groups and individuals engaged in the  manufacture, distribution and sale of drugs, feeds, livestock and poultry products. Such facilities include feeds and drug plants, breeding farms, meat plants, slaughterhouses, cold store etc. Such individuals include meat traders, handlers, shippers, butchers, etc.  The idea is to ensure proper compliance to the existing rules and regulations for safety, quality and adherence to legal requirements.
