To complement the direct efforts at control and eradication is the upgrading of, biological and feed laboratories to strengthen disease diagnostic capabilities.
For over-all policy direction and guidance in animal health, there is a National Advisory Committee on Disease Control and Emergency (NAC-ADCE) composed of government and private veterinary officials who meet regularly to assess the overall situation. Additionally, there are specific task forces for given diseases: the FMD Task Force, Hog Cholera Task Force, Avian Influenza Task Force etc,

The central idea behind this component is to reduce losses, add value and ensure safety and quality of livestock and livestock products. Post production logistics- from farm through transport and the cold chain to the markets - shall be assessed and improved. Existing post harvest facilities will be upgraded. Assistance will be provided in the establishment of standardized market system and ensure the use of sanitary processing and marketing facilities for livestock and poultry products. .

A major project is the establishment of Livestock Auction Markets (LAMs). These are markets where farmers bring their livestock for sale under more systematic procedures. A weighing scale is provided in these facilities, prevailing prices per kilogram live weight are posted and government personnel register transactions undertaken. These procedures correct the practice of pricing livestock based on ocular inspection alone. It is a mechanism to prevent farmers from being shortchanged in the sale of stock.
The LGU run these facilities; the BAI provide technical assistance in terms of the design, operations and in certain cases provide the weighing scale needed in these stations. There are more than 100 LAMs |

The Abattoir Development Program, being implemented by DA-NMIS, seeks to set up and upgrade abattoirs in strategically located areas of the country. It also seeks to establish double A and Triple A abattoir for inter-provincial and possibly international trade. Part of

the Abattoir Development Program is the setting up of Halal slaughterhouses to cater to the needs of our Muslim population.

Another major concern is the promotion of GMP and HACCP in the different meat and poultry processing plants. There is also continuing monitoring of meat plants for compliance to health and administrative rules
The DA-NMIS also manages a Central and Regional meat laboratories to undertake analysis of meat and meat products for safety and quality.
